Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
Any and all documents (defined to include all written, typed, or otherwise preserved materials, including any letter, correspondence, email, note, book, pamphlet, article, bulletin, directive, review, publication, memorandum, diary, log, test analysis, study, projection, check, invoice, receipt, bill, purchase order, shipping order, contract, agreement, work paper, calendar, envelope, paper, telephone message, tape, computer tape, computer disc, computer card, recording, videotape, film, microfilm., microfiche, drawing, account, ledger, statement, financial data, and all other writings) concerning the intended and/or actual use and/or employment of the Emergency Broadcast System (cf. https://whyclimatechanges.com/pdf/Warning/PPW%20EAS%20Assessment2004.pdf) to transmit Governor Mills E. Godwin’s Emergency Executive Order No. 1 on or about January 29, 1977, per the declaration of a Commonwealth-wide state of emergency.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Therefore, VDEM does not have any documentation that meets the requirements of your request. As a result, pursuant to Va. Code § 2.2-3704.B.3, VDEM notes that no records or data exists in response to your request.
To fulfill your request, I recommend searching the Library of Virginia (LVA) Catalog linked below or submitting a materials request to access VDEM’s archives.
