Pursuant to Virginia Freedom of Information Act, I hereby request the following records:
Absolutely any and all materials - including, but not limited to, policies, protocols, forms, reports, spreadsheets, and any other relevant material - related to the use and implementation of the labor of individuals held at for-profit or contracted prison facilities under the jurisdiction of this state. If state law in this area applies also to local or federal facilities contracted with a for-profit prison operator, provision of these relevant materials would also be appreciated.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Pursuant to Code of Virginia §2.2-3704 (B)(4) it is not practically possible to provide the requested records or to determine whether they are available within the 5 day period. Pursuant to your request below, the following documents are attached:
Section 4.27 of the Correctional Services Contract between the Virginia Department of Corrections and the GEO Group.
GEO Policy Number 19.001 "Offender Work Plan"
A memo to Joseph Walker, Assistant Warden at Lawrenceville setting out the positions occupied by offenders at the facility.
The Department Operating Procedure regarding Offender Work is available on the internet at https://vadoc.virginia.gov/about/procedures/documents/800/841-2.pdf
Any specific offender information such as hours worked, pay etc. would be part of each offender's record of imprisonment and not subject to mandatory disclosure under the Virginia Freedom of Information Act (See Code of Virginia §2.2-3705 (A)(2)(d)). Therefore, the Department will not release that information.
Finally, there is only one privately managed prison in the Commonwealth, the Lawrenceville Correctional Center in Lawrenceville Virginia. The Department does not operate local jails or Federal facilities and would not have information relative to their work programs.
