All emails to and from Dr. Chuck Benbrook covering 2015 (cull personal/family emails).
We hope to complete our review of records responsive to your Public Records Request and respond to you with a first installment by February 8, however, more time may be necessary.
Your request for WSU records is not confidential. All Public Records Requests are public records. The records responsive to a request may contain names, identifiers, or information about other people (such as employees, former employees, students, former students, or third parties). WSU may send a notice to people named in the records informing them that their name, identifiers, or other information about them will be disclosed under the Public Records Act and provide them sufficient time in which to seek legal counsel to determine whether to file a motion in Whitman County Superior Court to enjoin disclosure. The University charges fifteen cents a page for photocopies or to scan paper records to create a pdf in accordance with RCW 42.56.120, WAC 504-45-070(1), and WAC 44-14-07003.

Hello Stephanie--
I haven't gone through all of the emails yet, but I just wanted to check on something. Many of them have dates in December of 2015 that I've opened so far. My understanding was that Benbrook's position ended in May of 2015. Can you confirm that?
Is this an artifact of this new system? Or are these really emails from after his employment?

Although I do not keep those records, it is my understanding that Benbrook’s appointment did end in May. However, he did continue to use his WSU email address for some things after that date and I’m not sure when it stopped. Central IT does not remove those email accounts from the system immediately. Since the email system belongs to the University, most emails that were received and sent after his position ended are considered public records and still fall within your request for 2015 emails.

Dear Ms. Mangan:
We had hoped to complete the review and processing of 4th installment records responsive to your Public Records Request 16-008 by this date.
Unfortunately, our office has been short-staffed for a few months now due to an employee using Family Medical Leave (FML) and unfortunately it is something unscheduled so I do not know until each morning what work can be accomplished that day. It has resulted in having someone roughly one-quarter time instead of fulltime. We also have more requests than we did last year at this time and although we have increased one employee from half-time to fulltime, with the FML leave we are trying to process more requests with less staff. Despite the fact that I have worked many late nights, extensions have been necessary on many of our requests. I thought I was going to be able to get an installment of records out to you tonight but will not be able to until tomorrow due to some review questions. I apologize for any inconvenience.
