Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

All documents exchanged between Sound Transit and bidders for contract solicitation RP 0108-15 ("Second Generation Regional Fare Collection System Consulting Services" <https://www.ebidexchange.com/Solicitation.aspx?cid=b7ed7fa3-38ea-40d0-854d-357a810a8d41&uid=d665542b-a9fc-43bb-ad52-805398359b5d&sid=64835>) that relate to "ORCA2" or the contract solicitation, as of the date of processing of this request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

This will acknowledge receipt of your request for all documents exchanged between Sound Transit and bidders for contract solicitation RP 0108-15.

We received your request on January 25, 2016.

We have identified 96.5 MB of documents that respond to your request. However, IBI has marked certain sections of its revised proposal addendum as confidential. If you want those sections, we will have to give IBI third party notice of your request and give them an opportunity to protect the confidential sections of their document. This may include court action and will take approximately an additional 3-4 weeks.

If you do not want those section marked confidential, send $3.75 to cover copy and mail charges. Make your check payable to Sound Transit, 401 South Jackson, Seattle, Washington 98104 and reference PD16-027 on your check. Once we receive payment we will copy the records to a CD and mail it to you. If you would rather review the records here at Sound Transit, please contact me to schedule an appointment during normal business hours.

If we do not receive payment or hear from you by March 1, 2016, we will conclude you no longer want access to the records and will close your request file.
