Pursuant to the Washington Public Records Act, I hereby request the following records:
The contract executed between the Central Puget Sound Regional Transit Authority (Sound Transit) and Innovations in Transportation, Inc. (INIT) to be the Systems Integrator for the next generation ORCA program, and – to the extent not exempted from Washington Public Records law – the associated proposals submitted by INIT prior to the contract being awarded, and any other information or documents that address the conditions and scope of work of the agreement between Sound Transit and INIT.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Please note that the Contract and Change Order contain pages that have been marked confidential and/or proprietary/trademark. The INIT proposal has also be redacted by INIT in response to third party notice.
If you do not want those confidential and/or proprietary/trademark pages, please send $5.25 to cover copy and mail charges as these documents are too large to send in email (123 MB). Make your check payable to Sound Transit, 401 South Jackson, Seattle, WA 98104 and reference PD19-436 on your check. Once we receive payment, we will copy the redacted documents to a flash drive and mail it to you. If you would rather review the records here at Sound Transit, please contact me to schedule an appointment during normal business hours.
If you do want the confidential and/or proprietary/trademark pages, the contract provides that we must notify INIT of your request and give it opportunity to protect its information which may include court action. This process may take an additional 4 weeks. Please let me know if you want us to notify INIT of your request for its confidential and/or proprietary/trademark pages.
If we do not receive payment or hear from you by October 3, 2019, we will conclude you no longer want access to the records and will close your request file.
