Pursuant to the Washington Public Records Act, I hereby request the following records:
Sound transit contracting language in contracts related to the ORCA system includes clauses of the form "The contractor will update system documentation which has been identified as" followed by a list of documents the contractor will update, generally identified by SEA-##### and a heading.
I request the complete set of system documentation maintained by Sound Transit related to the ORCA system.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

This email is in response to your request for “the complete set of system documentation maintained by Sound Transit related to the ORCA system,” which we received on August 8, 2019. After reviewing the request and searching the contract between Sound Transit and Vix Technologies, the company that designed and installed the ORCA system, we are still unclear on the exact documents you are looking for. We conducted a word search of the Vix contract for the clauses mentioned in your request and were not able to find any exact hits but we were able to locate a section of the contract that refers to System Documentation in an apparently different context. At this point, it is not clear if you are requesting the system documentation contained in the contract itself or something different.
If you are requesting the system documentation contained in the full contract between Sound Transit and Vix Technologies, the record is available now, but is too large to email as it consists of 543 files (540 MB). Please send $12.53 to cover copy and mail charges. Make your check payable to Sound Transit, 401 South Jackson, Seattle, WA 98104 and reference PD19-436 on your check. Once we receive payment we will copy the records to a flash drive and mail it to you. If you would rather review the records here at Sound Transit, please contact me to schedule an appointment during normal business hours.
If you are looking for other system documentation, including manuals and training material, those documents may be identified in the attached Vix Contract 229944 Matrix of Executed Contract Changes- Amendments and Change Orders . If these are the documents you are looking for, please let us know - it will take us an additional 1-2 weeks to identify and download those specific documents.
If, however, these are not the records you seek in your request, please let us know and provide us with a more specific description of the records you desire.
If we do not receive payment or hear from you by October 5, 2019, we will conclude you no longer want access to the records and will close your request file.
