To Whom It May Concern:
Pursuant to the West Virginia Freedom of Information Act, I hereby request the following records:
- Records that show all law enforcement agencies that participate in the Virginia State Police's license plate reader program. Existing annual reports show that more than 30 agencies participate in the program, which is housed in the West Virginia Information Exchange. (http://www.wvlegislature.gov/legisdocs/reports/agency/W02_FY_2014_2754.pdf)
According to Nov. 5, 2020 correspondence from West Virginia State Police, your agency is custodian of this information.
Please note that we are seeking to compile a list of entities, but we do not currently know how WVFC maintains this information. If it would help to narrow the request to a specific document, please let me know.

Thank you for the response, but I would point you to the attached document in which the State Police identifies your agency as the custodian of records.
It is quite shocking that the Fusion Center and State Police both disclaim responsibility for this program.
