Pursuant to the Pennsylvania Right to Know Act, I hereby request the following records:
I am requesting access to the following public records concerning your department’s role in the arrest of Omar J. Dickens on December 25, 2024, during a multi-agency response to a burglary at Lowe’s, 2002 Chemical Road, Plymouth Township:
All body-worn camera footage from Whitemarsh Township Police officers who responded, including K9 Officer Jim Sweeney and K9 Diesel.
All dash camera footage from any Whitemarsh patrol vehicles on scene.
All reports, use-of-force documentation, K9 deployment logs, or narratives generated by Whitemarsh officers.
All radio logs or communications relevant to Whitemarsh PD's response to this incident.

Date/Time: December 25, 2024 – approx. 10:38 AM
Location: 2002 Chemical Road → Train tracks behind the Metroplex
Assisting Agency: Whitemarsh Township PD
Role: K9-assisted apprehension from drainage pipe
Lead Agency: Plymouth Township Police Department
This request is in the public interest, relating to law enforcement actions during a high-risk pursuit involving a K9 apprehension. I request a waiver of all fees and digital delivery where available. If any records are withheld, please provide legal justification per RTKL.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
