Pursuant to the The Kansas Open Records Act, I hereby request the following records:
For all accounts managed by your department, please provide me the following information for all emails sent during January, 2017:
1. From address
2. To address
3. bcc addresses
4. cc addresses
5. Time
6. Date
Please note that I am not requesting the contents of each email.
I am more than happy to provide documentation or tips for extracting this information from your mail server if needed. Documentation that I have available include methods using excel, powershell, msaccess, Office 365 eDiscovery tools, and the direct extraction from an exchange database using forensic analysis tools.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Hi -
Could you provide me with information as to how the work itself will be done? There may be some simple ways to reduce the required efforts and costs. As my original request states, I am more than happy to provide technical documentation to aid in the simplification of efforts.
I would also like to ask that the fees be waived as I believe that the benefits of the information respondent to this request outweigh the costs.

Dear Mr. Chapman:
The City accepts responsibility for the accuracy and thoroughness used to disclose existing, responsive documents within its possession. However, the procedure it chooses to use to obtain those results is not, itself, subject to disclosure. The City noted your suggestions and appreciates the offer of assistance, but cannot allow suggested procedures to control its own work product.
The City also will not waive the costs of production. The Kansas Open Records Act states the value of public disclosure under KORA, but also recognizes the balance required to allow staff to conduct routine municipal business. Therefore, the legislature expressly allowed costs it found to be reasonable, including staff time. The City’s fee request is within those statutorily approved limits, and is therefore reasonable as a matter of law.

In response to your inquiry on the request originally submitted on July 4, 2018, the City of Wichita has yet to receive payment for the request nor the completed Certification form. Once the City has received the payment and the completed form, we will fulfill the request and provide the data to you. The Certification form may be mailed, e-mailed or faxed back to the City once it has been completed. If you have any questions about how the payment can be made, we accept check and credit card payments. The mailing address where the check can be mailed is listed on the invoice, which is attached to this e-mail, and there is a phone number to call to make a credit card payment. If you have any questions please don’t hesitate to let me know.
