Pursuant to the Delaware Freedom of Information Act, I hereby request the following records:

All records or data collected in relation to traffic stops conducted on the basis of a motorist having an out-of-state license plate, pursuant to the Governor's emergency order effective March 30, 2020, and all records or data in relation to what enforcement action (citations, arrests) resulted from those stops.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

3. There may be costs involved in responding to your request. Specifically, copies are $.10 per page (the first 20 pages of standard-sized, black and white copies are provided free of charge). Payment shall be in cash, by money order, business check or certified check made payable to the City of Wilmington. (Identification may be requested.)
