To Whom It May Concern:

Pursuant to Wisconsin's Open Records act, I hereby request the following records:

Documents pertaining to the deployment of personnel in regards to the North Dakota Governor Jack Dalrymple, and now Governor Doug Burgum, issuing a state of emergency in response to protests at Standing Rock over the construction of the Dakota Access Pipeline. Documents sought are as follows:
-memos or requests received from the North Dakota Governor's Office, Morton County Sheriff's Department, North Dakota Emergency Management Agency, or North Dakota Highway Patrol for help under the Emergency Management Assistance Compact.
-Any written direction as to what role WSP officers would be undertaking as they engaged in controlling the protest.
-Requests from the aforementioned North Dakota agencies for specific equipment to be brought to the Standing Rock protest area for their use in controlling the protest. This equipment may include but is not limited to surveillance devices including cell site simulators or social media surveillance software, or crowd control methods such as long range acoustic devices, water cannons, rubber bullets, tear gas, pepper spray, MRAP's, or tasers. This list is not meant to be conclusive.
-any bills, contracts, agreements, invoices, or other financial documentation for services rendered in helping to control the Standing Rock NoDAPL protests. These documents would likely be sent to the 4 aforementioned North Dakota agencies.

As a member of the news media working for MuckRock News I request that a fee waiver for my request be granted. My work has also been published by national outlets. My work for Motherboard can be viewed at the following link: http://motherboard.vice.com/author/cwaltman

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Sincerely,

Curtis Waltman

Mr. Waltman,

This is a response in regards to your Open Records Requests related to Wisconsin State Patrols involvement with the Dakota Access Pipeline. We have two requests from you that we are working on. This request is very involved and we continue to work on it. I will be on vacation starting today and returning on April 3rd. I will pick up my work on this when I return.
Thanks!

Mr. Waltman,

Could I get clarification as to which time we assisted in the DAPL? We were asked twice. Are you looking for the first, second or both?
Thanks!

Mr. Waltman,

This email is in response to the Open Records Request listed below. I am sending you a response to the questions you have asked. This response should answer the questions you have, but I am waiting on two other documents that may support our response. I apologize for the delay on this. You may have a good idea that others have asked for this information as well. I have combed over 4,000 emails to assure that we are giving you what you requested. I plan to forward the documents onto you when I receive them.

Thanks for your patience.

Mr. Waltman,

After reviewing the documents that I thought would have information related to your request, I have determined that there is nothing in them to support the request.

If you have any questions please let me know.

I was just curious if WSP had anything from the second deployment? Thanks so much!

Sincerely,
Curtis Waltman

From: Erdman, Scott - DOT

We were there and carried out the same duties as the first deployment and had been asked to bring the same equipment as the first. We don't have the financials on the second deployment yet.
Thanks!

Thanks for letting me know, any chance you could send those over when you get them?

Curtis Waltman

From: Erdman, Scott - DOT

I can definitely send the financials when I get them. As these numbers go back and forth between agencies you can probably guess this won't be the quickest turnaround, but rest assured that I will get them to you.
Thanks!
