Pursuant to the Arkansas Freedom of Information Act, I hereby request the following records:
1. Personnel Files for Officers Bobby Swan and Garrett Runsick , including Investigative File For Allegations. All records in regards to above Officers
2. All records created, sent, or received about Officers Bobby Swan and Garrett Runsick Investigation
1. A complete copy of All Officers of Wynne Police Depart Employee Performance Folder/Files, or the equivalent, that contains their evaluations, appraisals, proficiency reports, and related notes.
2. All documents, notes and correspondence (including electronic correspondence) pertaining to Investigation of two officers,. The documents should include any settlement agreement reached in the matter.
3. All documents, notes and correspondence (including electronic correspondence) pertaining to any and all complaints filed against the City of Wynne from 2000 to present. The documents should include any settlement agreement reached in the matter.
4. All documents, notes and correspondence (including electronic correspondence) pertaining to any grievances filed by any and all officers. The documents should include all responses by the Agency and the ultimate decision.
9. All documents, notes and correspondence (including electronic correspondence) pertaining to all internal investigation regarding allegation of sexual harassment, sexual harassment or any other misconduct.
11. A list of employees with race, status, hire date and title.
22. Copies of all decision letters on all complaints filed against the Wynne Police Department. If there are no decision letters on certain proposals, please provide the ultimate disposition in those matters.
23. All documents generated by having your information technology staff conduct the following keyword searches of the electronic mail system(s) utilized by these employees (or former employees) of the Wynne Police Department and The City of Wynne.
The keyword search should include, but not be limited to, folders in active mailbox messages, outgoing messages, and archive files and folders. The keyword search parameters are as follows:
Date range of the email search: 1980 to present
Key Words for the search of email message body, subject line, and attachments: Reed, Young, discrimination, n-word, nigger, “sexual harassment,”
(Please provide a hard copy of all messages resulting from the foregoing searches and an electronic copy of the search results in PDF format. Please ensure that all electronic mail messages provided contain message header information including the names of the sender and all recipients, subject line, and date sent or received. Please include the message body for each message and any message attachments. Also include any other information routinely included in your agency’s mail message headers.)
24. Any additional documents or information the City of Wynne would like to provide.
The pertinent provisions of the statutes under which this request is made are set forth by Arkansas Freedom of Information Act. The request is made for public purposes and in connection with an possible pending official investigation in which request have been made.

At this time, I am declining your FOIA request as you are not a citizen of Arkansas, you have not provided proof that Nicole Kanu is a resident of Arkansas and that you have the authority to make this request on her behalf, and the S&R Investments, LLC that you mentioned was not mentioned in the FOIA request and did not make the FOIA request.
I will be happy to respond to a FOIA request from an Arkansas citizen or from an Arkansas corporation as required by Arkansas FOIA.

As you may be aware, pursuant to Ark. Code § 25-19-105(a)(1)(A), the Arkansas FOIA is only available to citizens of the State of Arkansas.
