The search for records should include but is not limited to emails, attachments, both sent and received, text messages, both sent and received and all other electronic records.
Please conduct a search for records between September 1, 2017 and the date of your final response.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Dear Mr. Kasper:

The Governor's Office received your public records request on February 28,
2018. You asked for all electronic records containing the keywords "carbon
tax," "War on Utah Coal," "Peabody," "Murray Energy," "Cloud Peak Energy,"
"ACCCE," "American Coalition for Clean Coal Electricity," "Powder River
Coal," "Alpha Coal West," "Arch Coal," "Black Thunder," "HB 123," and
"House Bill 123." You indicated the scope of the request includes Governor
Mead, Kari Gray, Carol Statkus, Ruth Critchfield, Mary Kay Hill and Matt
Fry. You did not limit your request by date.

The Governor Office is the custodian of the documents you requested.
Enterprise Technology Services of the State of Wyoming will conduct a
keyword search to identify possible responsive emails. The Governor's
Office must inspect every email and email attachment to determine whether
they are responsive, unresponsive or fall under exceptions to the Wyoming
Public Records Act.

The Chapter 1 rules of the Governor's Office for Uniform Procedures, Fees,
Costs, and Charges for Inspecting, Copying, and Producing Public Records
provide that applicants shall be provided with estimates of the reasonable
costs of production and construction of electronic public records. Costs
are based on fixed hourly charges for clerical staff time, information
technology staff time and professional staff time. Charges are assessed
only if they exceed $180.00.

After ETS completes the keyword search, we will provide you with an
estimate of the reasonable costs of production and construction. The rules
require pre-payment of the estimated costs before the Governor's Office
produces or constructs electronic public records or provides copies for
inspection.

Thank you for correcting my statement that your two public records requests
are not limited by date. I see the time frame of September 1, 2017 to the
