Pursuant to the Wyoming Public Records Act, I hereby request the following records:

The following materials regarding the assessment, collection, and balances of inmate fees and debt:

• All policies and procedures regarding the goods, services, or any other expenses for which inmates are or may become liable. Please include all policies on the garnishment/disbursement of funds from inmate accounts and wages (such as those related to mandatory saving, mandatory deductions, coverage of care, personal necessities, etc.), as well as all relevant reporting requirements. Please include all relevant data as regards to medical payments, room and board costs, meal fees, stamps and postage, hygienic materials, and any other expenses for which inmates are or may become liable, etc.

• All reports, databases, spreadsheets, or equivalent materials regarding current debts/restitution paid to or owed to this department or any facility/agency under its jurisdiction. Please include all available segregable information (excluding individual personally-identifying elements, as necessary and appropriate), including but not limited to the reason for the debt/fee, the amount of the debt, the facility at which the debt was incurred, whether the debt is held by an inmate in custody or released, any available individual data regarding record of prior release, etc.

If further clarification is necessary, a phone call will happily be arranged.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

on 4/28/16 regarding the assessment, collection, and balances of inmate
fees and debt.

We will begin to determine what (if any) documents we possess that pertain

the department's fee schedule for the release of information which is

To Whom it May Concern at MuckRock,

The Wyoming Department of Corrections has reviewed your public records
request for documents pertaining to the assessment, collection, and
balances of inmate fees and debt.

The following department policies speak to goods, services or any other
expenses inmates are or may become liable and garnishments of funds from
their accounts and wages. All of these policies are available on our public
website (corrections.wy.gov). We believe this list satisfies the first
portion of your request.

1.103, Disbursement of Inmate Earnings;
1.109, Inmate Trust Funds;
3.102, Inmate Disciplinary Procedures (contains language related to inmate
fines);
3.401, Inmate Access to Courts; and
5.401, Inmate Mail.

In the second part of your request you ask for reports, databases,
spreadsheets, or equivalent materials regarding current debts/restitution
paid to or owed to this department or any facility/agency under its
jurisdiction.These documents and information do not currently exist as
requested.

Because of the necessary staff time to accomplish such a request, it is too
burdensome to staff time with other duties. Under W.S. 16-4-202(d)(iii) it
states, "An agency shall not be required to compile data, extract data or
create a new document to comply with an electronic record request if doing
so would impair the agency's ability to discharge its duties:

Therefore this portion of the request is being denied under that subsection
of the Wyoming Public Records Act, WS 16-4-201 et seq.

I'm uncertain what portion of this public records request you believe is
still pending. In Mr. Horan's reply on May 24, 2016, to your public
records request it indicates the policies you requested are available for
viewing on the department's public website, and it then details the reasons
the remainder of your request was denied under the cited section of the
Wyoming Public Records Request.

If there was some other portion of this request, beyond what Mr. Horan's
references, please let us know.
