Pursuant to the Wyoming Public Records Act, I hereby request the following records:

• Any and all policies, procedures, directives, or associated materials regarding the transportation and extradition of prisoners under the jurisdiction of this agency. If such materials exist for both the transportation of prisoners within this agency's jurisdiction and transportation of prisoners to locations outside of this agency's jurisdiction and these materials differ, provision of all would be greatly appreciated.

• Any and all contracts—as well as all associated amendments, exhibits, memorandums, directives, or other such additional materials—intergovernmental services agreements, and any other agreements regarding the transportation (of any type and length) of prisoners in the custody of this agency.

• For any transportation provided by a company, agency, or other entity that is not this agency, please provide all invoices for services, as well as any and all agreements (including supplemental elements) under which such services were provided

Further clarification can be provided upon request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Mr. Lipton,

The Wyoming Department of Corrections received your public records request
dated July 6 in which you ask for policies, contracts and invoices related
to inmate transportation. Please consider this email as our initial
response.

Two questions for clarification:

For the invoice portion of your request, how far back are you wanting to
go? Within the past 12 months? Two years? Longer?

As far as the contracts, we have two pending contracts that have not yet
been fully executed. These contracts are still under review by our
Attorney General representative. Once they are approved as to form, they
will be sent to the vendors for signature and returned to us for final
signature from our Director. I would anticipate both contracts will be
fully executed within a month's time. Do you want to wait until those
contracts are available so we can respond to your entire request at once,
or would you prefer we answer the policies and invoices piece now and then
you can resubmit a request for the contracts in mid August?

Please be advised that your request may be subject to cost in accordance
with the department's fee schedule for the release of information
(attached). Once we receive the clarification mentioned above we will
assess what documents are available and provide you with a cost estimate if
applicable. Any fees must be paid in advance.

Pursuant to your request, here are fully executed copies of our inmate
transport contracts.

I will work with our business office to locate inmate transport invoices
for FY15 and FY16. Should there be any fees for copy or staff time I will
let you know in advance.
