Dear Mr. Lipton:

Pursuant to your most recent public records request, you ask for : "all
materials (communications, records, reports) submitted by the City of
Youngstown in preparation to appeal the Bureau of Prisons decision to
withdraw operations involving the Northeast Ohio Correctional Center."

Please be advised that a thorough search has revealed that there is no
intention on the part of the City of Youngstown to "appeal the Bureau of
Prisons decision to withdraw operations." I have discovered letters
from the Mayor expressing frustration regarding the decision to the
Director, Federal Bureau of Prisons and the Assistant Attorney General
for Legislative Affairs, and have attached same hereto for your review.
I trust that this satisfies your request. In the event that you require
additional information, please feel free to call. Thank you.
