Hello,
This letter is in response to your request of documents pursuant to the Public Records Act. The purpose of this correspondence is to inform you that the County will require a 14-day extension, pursuant to Government Code section 7922.535, in which to provide its response.
We have been working with a couple different departments to see if we have any responsive documents and have determined we do not have any records of payments made to Crystal Martin.
However, in 2008 the Yuba County Airport had one expenditure for $567.28 to Smart Marketing, and we also show $60,439.92 paid to "Smart Marketing & Printing" from 2008 to 2011. We do not have the invoices for these records since they are beyond our retention policy.
I'm currently working on getting you a document that would have information regarding the invoice number, amount, date and department paid. I'm hoping to have this to you soon.

Im going to need a detailed breakdown on what this actually entailed...this is highly alarming and ill only get louder and more public.

I'm sorry you feel that way Mr. Joyce. As I mentioned in my initial response to you, we do not have copies of the invoices anymore as it is beyond our retention policy for the Auditor Controller's Office.
Based on Yuba County's document retention policy, the Auditor Controller's office is only required to keep the invoices for 5 fiscal years, including the current fiscal year for the invoice. Since the invoices in the document produced are from 2008-2011 (16-13 years ago), we no longer have those invoices to provide you, and I have no further documents responsive to your message requesting a detailed breakdown of what the payments entailed.
If you have any further questions, please do not hesitate to contact me at 530-749-7565. Otherwise, I will move forward with closing your request as all responsive documents have been produced.
