To Whom It May Concern:

Pursuant to the Michigan Freedom of Information Act, I am writing to request records regarding an error identified by Michigan's Unemployment Insurance Agency in the national Integrity Data Hub.

In the attached letter responding to a previous public records request, the Michigan UIA provided the following information:

"[T]he UIA’s Fraud & Investigations Division regularly runs reports concerning trends and spikes in the opening of fraud investigations. More recently, it identified a programming error that resulted in too many fraud cases being opened. It diligently worked to resolve those cases quickly to avoid delays in claim processing and contacted the National Association of State Workforce Agencies (NASWA) to notify it of the problem that was affecting other state workforce agencies reliant on the Integrity Data Hub (IDH) to flag possible fraudulent activity."

I hereby request the following records:

1) The notification and supporting documentation Michigan UIA sent to the National Association of State Workforce Agencies regarding the programming error identified in the Integrity Data Hub.

2) Project management reports or comparable documents (such as weekly progress logs and sprint updates) describing UIA's efforts to resolve the programming error identified in the Integrity Data Hub and associated errors in the Michigan unemployment system. This should include all project management reports from the time the issue was identified until the time it was resolved.

3) Documents describing the number of Michigan unemployment claims affected by the error in the Integrity Data Hub.

I ask that all fees be waived as I am a journalist and intend to used the requested records to publish articles in the public interest and not for any commercial purpose.

If you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation of the employee hours required to fulfill the request.

If you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
