Pursuant to the Washington Public Records Act, I hereby request the following records:
Emails and Records related to complaints or grievances from District Support Service Center staff about mistreatment, harassment, misconduct by supervisors, leads, disagreements about job requirements. Include any HR emails or records, any Director emails, Supervisor emails related to this subject. From 2016 to 2022.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

On behalf of the district's Public Records Officer Simone Neal, and pursuant to RCW 42.56.520, this email acknowledges receipt of the public records request you submitted to the Mukilteo School District on December 8, 2022. Specifically, you requested:
"Emails and Records related to complaints or grievances from District Support Service Center staff about mistreatment, harassment, misconduct by supervisors, leads, disagreements about job requirements. The district is processing your request. The district anticipates that the first installment of records responsive to your request will be available no later than March 1, 2023. I sent an email to you on 2/13/23, requesting clarification on your request. I have copied that email below for your convenience, as you have not yet responded to it:
Dear Mr. Sites,
In my December 16, 2022, email to you in response to your December 8, 2022 request for records, I estimated the first installment of those records would be available to you by March 1, 2023. Specifically, you requested “Emails and Records related to complaints or grievances from District Support Service Center staff about mistreatment, harassment, misconduct by supervisors, leads, disagreements about job requirements. Include any HR emails or records, any Director emails, Supervisor emails related to this subject. From 2016 to 2022”.
As you know, the District Support Services Center includes hundreds of staff across multiple job classifications in the Transportation, Custodial, Maintenance, Grounds, Publications, and Nutrition Services departments. Searching for emails relating to this many staff members over six years to find potentially responsive records will take a significant amount of time. Therefore, we invite you to narrow your request. Are there specific complaints or individuals for whom you are looking for records?
If you would like to proceed with your request as written, please let me know and I will update the expected timeline for processing the request. I look forward to receiving a reply from you about how you would like to proceed with your request.

Thank you for the clarification. Are there specific staff who may have reported complaints that you would like us to search for? Without specific names, we will need to search the email for every Maintenance and Grounds staff member employed during the period you requested to identify any that may contain terms relating to your request.
We can certainly do this, but if there are specific records you are looking for we will be able to provide them more quickly if we narrow the staff members involved. Please let me know your preference.

As we continue to review records that may be responsive to your request, I would like to clarify one more item with you. As I read your revised request below for “Maintenance and Ground staff complaints towards Cisco. From date Cisco was hired.”, this request is already included in your 12/8/22 request for “Any records or emails pertaining to Cisco Gomez. Focusing in on his position as Maintenance and Grounds Supervisor. Looking for information related to complaints about him from staff. Include any emails from John Mannix, Karen Mooseker, Keith Stefenson and District Office staff that have anything to do about any complaints from staff against Cisco Gomez. Between the years of 2015 to 2022.”
Given this overlap, can we consider your second request, originally estimated to have a first installment on 3/1/23, to be withdrawn as we continue to process the first request listed above? We want to be as efficient as possible in providing you with the records you have requested.

Hello Kirk,
Sorry to get back to you so late. I am having issues with locating the responses through MuckRock. Probably my fault.
In your last email you stated that there are 23,300 correspondences that pertain to Cisco. I replied back to limit it to District Support and Grounds staff. What I got so far is nowhere near what I expected. Out of those 23,300 emails I get maybe 5 or six?
So far I received maybe 4 cases from different staff. I am hoping that there are more coming.
I am amazed that there is nothing that pertains to the last meetings we had with you , John, David and myself. Is this going to be disclosed? Am I not getting ALL the information I asked for?
What I got so far:
Jeff True: being asked about kneepads.
Dave Bailey: emailing Keith about something that has to do with no communications.
David Nwonty (misspelled): Emailing Keith about no communications.
Rex Sites: emails from Karen about my exit statement. Seems to be missing some of the email threads though.
I will wait for ALL information to come in a timely matter.
