In an e-mail to me of January 13, 2016, regarding my December 14, 2015, request for current and past versions of the list of surveillance equipment installed on utility poles to which Seattle City Light security manager Doug Williams referred in his August 4, 2015, e-mail to SCL, Seattle Police, ATF, and FBI, Stacy Irwin at City Light [wrote][1] that the City of Seattle have "exercised the third party notice option and provided notice to the Department of Justice of [my] request."

Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request all communications between City of Seattle and third parties regarding that request. This should include but not be limited to the notification to United States Department of Justice to which Ms. Irwin referred.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

The timeframe for your request is December 15, 2015 which is the date of your request for “All past and current versions of the list of equipment installed on utility poles to which Doug Williams referred in his August 4, 2015, e-mail to SCL, SPD, ATF, and FBI, along with associated metadata,” through January 14, 2016 (the date of this request).

The applied redactions concern active, specific law enforcement investigations, not general surveillance cameras, and are redacted under RCW 42.56.240(1). Also, you asked for “All communications between City of Seattle and third parties.” We are only able to provide City Light communications. If you are interested in communications from other departments, you will need to contact them directly.
