This is a request under the Freedom of Information Act. I hereby request the following records:

A copy of report A-2013-0137-FMT, "Elevated Privileges."

As I am submitting this request in my capacity as a reporter who has covered the US military extensively, I am most appropriately categorized as a "media requester" for the purpose of fees. As the requested documents will be made available to the public and concern a matter of public interest, I further request that all fees be waived.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I am willing to pay fees up to $25 if they cannot be waived. If estimated charges will exceed $25, please inform me before fulfilling the request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
