To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

The detailed analysis of the 45 human blood samples from people living and working in Skull Valley, Utah, collected after the release of nerve agent from Dugway Proving Ground on March 13, 1968. These samples were analyzed by the Toxicology Laboratory, NCDC, DHEW in Atlanta, GA, for a summary report that was sent to Utah's health director on 29 April, 1968. Include cholinesterase levels and collection locations of the human blood samples.

I am requesting a fee waiver because I am a Cold War historian and science journalist, and this information will contribute significantly to the public's understanding of the operations of the government and/or is primarily in the public interest. Please release documents in discrete sections in the event they contain exempt material. For any documents or portions that you deny due to specific FOIA exemption, please provide an index itemizing and describing the documents or portions of documents withheld. I understand I am entitled to make this request under the Freedom of Information Act. If your agency response is not satisfactory, or if I do not hear a response in the 20 days allowed by law, I am prepared to make an administrative appeal.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Kris Newby
