Pursuant to the Freedom of Information Act, I hereby request the following records:

File number 173-HQ-6135 records on the theologian and minister Cecil Leonard Murray (September 26, 1929 – April 5, 2024).

His death is widely-known and widely reported; as such, privacy concerns under FOIA Exemptions 6 and 7 are voided, as are any concerns under the Privacy Act. For example, you may find his New York Times obituary at the following link: https://www.nytimes.com/2024/04/09/us/rev-cecil-murray-dead.html

In response to a FOIA request for FBI records on Murray, the FBI wrote to me on April 24, 2024 that “Records potentially responsive to your request were transferred to the National Archives and
Records Administration.” The letter referred to file number 173-HQ-6135. You may find the letter attached below.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Matthew Petti:

I am writing in response to your Freedom of Information Act (FOIA) request
of April 24, 2024 for records in the custody of the National Archives and
Records Administration. Your request was received in this office on April
26, 2024 and assigned FOIA tracking number RD 86945.

You requested access to case file number 173-HQ-6135, identified by the FBI
as potentially responsive to your request for records relating to Cecil
Leonard Murray.

The file is on the "United States vs. Wyandotte County, Kansas and others,
Public Facilities, Civil Rights Act of 1964", created between December 17,
1968 and October 5, 1976. Based on my initial evaluation, this file is
deemed unresponsive to your request because Cecil Leonard Murray is not the
subject of the file. Cecil Murray is listed as a “complainant” in the first
serial, but he is not the subject of the file and he did not appear in
other parts of the investigation. If we do not receive a response from you
within ninety (90) calendar days from the date of this letter to indicate
you believe the records are responsive, we will administratively close your
case.

If you are not satisfied with our action on this request, you have the
right to file an administrative appeal within ninety (90) calendar days
from the date of this letter. Appeals must be in writing and may be
delivered by regular U.S. mail or by email. By filing an appeal, you
preserve your rights under the Freedom of Information Act and present the
deciding agency with an opportunity to review your request and reconsider
its decision. If you submit your appeal by regular mail, it should be
addressed to the Deputy Archivist of the United States (ND), National
Archives and Records Administration, 8601 Adelphi Road, Room 4200, College
Park, Maryland 20740-6001. Both the letter and envelope should be clearly
marked “FOIA Appeal.” If you submit your appeal by email, please send it to
