Communications

From: Caroline Haskins

To Whom It May Concern:

I am interested in gathering records that document any dead bodies found on public land managed by this agency, or reports of deaths on said land.

Pursuant to the Freedom of Information Act, I hereby request the following records restricted with the date range of 01/01/2020 to the time that this request is processed:
* WildCAD Incident Cards
* INCIDENT RECORDS
Note: these may be helpful parameters for any incident reports:
Incident status closed, death of offender
Involvement: deceased
* Any weekly, monthly, quarterly, or annual reports regarding deaths on public land managed by this agency

When completing this request, please prioritize whichever records would take the least amount of time to be located and released. I would like these records in electronic format, sent via email or other digital method, and again, please release documents on a rolling basis, as they become available.

If you determine that any of the information qualifies for an exemption from disclosure, I ask you to note whether the exemption is discretionary, and if so whether it is necessary in this case to exercise your discretion to withhold the information. In any event, please provide a signed notification citing the legal authorities on which you rely if you determine that any of the information is exempt and will not be disclosed.

Also, I am a member of the news media as a reporter for Business Insider, and the requested documents are in the public interest and not being made for commercial purposes. Therefore, I ask that all fees are waived in the processing of my request. If fees associated with this request will be in excess of $25, kindly notify me in advance of fulfilling this request. As I am making this request as a journalist and this information is timely, I would appreciate your communicating with me if you have questions regarding this request.

Thanks again, and if there are any questions about my request, can provide any clarification that will help expedite the processing of my request, please contact me at email address. I am also happy to hop on the phone.

I look forward to your reply within 20 business days, as the statute requires and an even more prompt reply if you can make a determination without having to review the records in question.

Thank you for your time and attention to this matter.

Best,
Caroline

Good Morning

My subject matter expert seeking additional clarification on your request.

1. Is this dead human bodies? If not we have about 1500 + cattle, horse, etc. records.
2. We have records of incidents which we can provide; however, the Sheriff's office has ultimate authority on any human caused death on public lands. The requestor would need to get actual case records from the appropriate authority.
3. Does the individual want bodies that were found on public lands, suicides, or fatalities including OHV/motor vehicle/airplane incidents?
It would be helpful to understand exactly what she seeks, and if just numbers would satisfy this request or if she has specific incidents leading to bodies that she needs - and to clarify what those are.

If you could address these questions.

Hello,

Thank you for your help in processing my request. To address your questions:

1. Yes, I am interested in records only regarding dead human bodies.
2. Any and all records or incident reports regarding the number of human deaths occurring on land managed by the Bureau of Land Management would be relevant to our request. If the data could be segregated and exported into categories such as suicides, vehicular accidents, or weather-related fatalities, that would be very helpful.

Please feel free to reach out to Narimes Parakul (707-775-0144) or Morgan McFall-Johnsen (646-768-4730) and we can clarify our request further, if needed.

Sincerely,
