This is a request under the Freedom of Information Act. I hereby request the following records:

Any and all emails, memos, case files, or incident reports produced between Jan. 1, 1989 and Oct. 19, 2014, inclusive, concerning Martin Ahmad Couture-Rouleau (also known as "Martin Couture-Rouleau," "Martin Rouleau," "Ahmad Couture-Rouleau," and "Ahmad Rouleau"), the Canadian citizen who rammed his car into two Canadian soldiers on Oct. 20, 2014, killing one, as described here: http://www.cbc.ca/news/canada/who-is-martin-couture-rouleau-1.2807285

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Our office has received a high volume of requests which has resulted in a very large backlog of over one thousand cases. It is the TSA’s practice to assign requests to one of two tracks based on the complexity of the request and to process cases within the two tracks on a court-sanctioned first-in, first-out basis. At this time we anticipate an additional six months to complete the processing of your request, due to the backlog and typical processing time of similar requests.
