To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

I am researching guidance provided to IJs by ACIJs on a specific kind of case - special immigrant juvenile petitions where the child lives with a single parent. We have noticed a trend of IJs apparently deeming such applications presumptively fraudulent, and we are trying to figure out where that is coming from. To better understand, I am asking for email messages from these specific ACIJs (Renae Hansell, Joy Lamply-Fortson, and Alfredia Owens) to any other EOIR employee with these keywords:

1. fraud* (the asterisk is intended to include not just the word "fraud" but other words that start with "fraud" and end in additional letters, like "fraudulent" or "fraudulently"); and either
2. SIJS or "Special Immigrant" (this means that either keyword is sufficient to meet this search criteria - the email need not contain both terms).

As for date range, I am asking for email messages since April 2020.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Matthew Hoppock
