Pursuant to the Freedom of Information Act, I hereby request the following records:

Operation MONOPOLY was an intelligence collection program conducted by the Federal Bureau of Investigation (FBI) and the National Security Agency (NSA) that began in 1977 in Washington, DC., during construction of a new Soviet/Russian embassy. This program was compromised by former FBI official Robert Hanssen on September 25, 1989, when he left a package of (quoting a Federal criminal affidavit) "approximately 80 pages of material - including part of a document concerning a highly-sensitive United States technical operation - classified at the TOP SECRET/SCI level." This material was left at a "dead drop" site code-named "DORIS" in Canterbury Park in Fairfax County, Virginia. In exchange for this information, Hanssen was paid $30,000.00 USD by the Soviet
Union. This material is what I am requesting. I do not need all the technical information concerning MONOPOLY (construction, logistics, etc.), , just the summary of the program that Hanssen provided to the Soviet Union. This information is of an extremely valuable historic nature and will not be used for commercial purposes. Providing this information is not of a compromising nature since the Russian Intelligence Service (SVR) *has a copy of the report already and knows the location of the tunnel*. If there are any fees I would request that they be waived since this information is strongly in the public interest.
