"Ms. Lipton:

Good morning. Staff brought your FOIA request, 2023-02411, seeking “all processing notes and other records related to the search for, processing of, and final disposition of FOIA 2015-07018” to my attention. According to BOP’s records, a determination letter was sent to you on December 1, 2017. However, you did not receive it until March 21, 2023, after you inquired on the status of the request on March 20, 2023.

BOP should have informed you about Chapter 2 of the Correctional Services Procedures Manual, PS 5500.14 (see attached) and explained no prison wide database of tool classification exists. Rather, each institution maintains its own tool control database, which includes tool inventory and classification. A tool list for FMC Rochester is attached as an example.

If you still want the institutional tool lists, I propose the BOP reopen 2015-07018 as 2023-02411. We would respectfully request you reformulate your request or limit it to certain institutions since, otherwise, we will need to conduct a search at each institution, which will take a substantial amount of time. Additionally, BOP will grant expedited processing of your request.

Please let me know if you agree to reformulating your request and BOP expediting processing.
