To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

Records relating to former CIA officer Ray Steiner Cline. Mr. Cline was born in Anderson Township, Clark County, Illinois on June 4, 1918 and died in Arlington, Virginia on March 16, 1996. His death was reported by the New York Times on March 16, 1996 in an article by Tim Weiner titled "Ray S. Cline, Chief C.I.A. Analyst, Is Dead at 77." For your convenience, an online copy of the article may be found at http://www.nytimes.com/1996/03/16/us/ray-s-cline-chief-cia-analyst-is-dead-at-77.html.

I request that fees be waived, as Mr. Cline was an important public figure who played key roles in the Cuban Missile Crisis and the Yom Kippur War. After his service in CIA, Mr. Cline went on to serve in several important public institutions such as the Center for Strategic and International Studies and gave testimony before Congress. During and after his government career he maintained numerous contacts among the press and provided them with background and information on government operations, which influenced the public's understanding of both CIA and the federal government. Due to his high level and influential role in government, the release of his records will improve the public's understanding of government operations and public affairs. All records released will be made freely available to the public in a variety of formats through MuckRock and the Internet Archive.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Michael Best
