This is interim response number one (1) to your Freedom of Information Act
(FOIA) request received on 27 August 2020, at the U.S. Army Medical
Department Center of Excellence (MEDCoE) FOIA office. You are seeking
responsive records pertaining to; “The Army in 1950 sprayed people with

This FOIA request was administratively closed by the U.S. Army Medical Center of Excellence (MEDCoE) on 10 November 2020. We sent a certified letter to Mr. John S. Captain III, to the following address specifically given to us by him. The address the letter was sent to was; 8028 SE Stark Street, Portland, OR 97215. Certified letter was sent using the United States Postal Service (USPS) and the tracking number was 7018 3090 0001 8416 4767.

In our letter we stated to Mr. Captain, that MEDCoE is not the custodian of U.S. Army military personnel and health records nor do we have any on file. We also provided Mr. Captain with an address to the National Personnel Records Center (NPRC), Military Personnel Records (NPRC-MPR) in order for him to send a request to this agency to properly receive any records which may be responsive to his request.

The NPRC has an extensive amount of military historical information available to the public as it pertains to the military service and health records of family members who have served on active duty.

Understanding the concern expressed by Mr. Captain in the FOIA request. We conducted a full electronic and paper search of all of our past/present records to see if we had any responsive records for the spraying of people with “zink Kadium sultfite” in Missouri during 1950 as listed in the request. Search resulted in MEDCoE not having any records.

An additional search was conducted to see if we had anything responsive to the Shawnee Indians for the period and incident mentioned in the request. Upon completion of this search, we do not have any responsive records in reference to this part as well.

I recommend Mr. Captain seek assistance from the National Personnel Records Center. If he has his grandfather’s DD Form 214, Certificate of Release or Discharge from Active Duty, Military Movement Orders or any other type of military personnel document during the time period his grandfather was in active service it would better assist the NPRC in conducting a search for the records he is seeking.

In reference to the DD Form 214, information shown on the Report of Separation may include: date and place of entry into active duty, home address at the time of entry, date and place of release from active duty, home address after separation, last duty assignment and rank, military job specialty, military education, decorations, medals, badges, citations and campaign awards received, total creditable service, foreign service credited, date and type of separation, character of service, authority and reason for separation and reenlistment eligibility codes.

As noted by the NPRC the use of the DD Form 214 was initiated on 1 January 1950. Before this date the military services were using the WD AGO 53, WD AGO 55, WD AGO 53-55, NAVPERS 553, NAVMC 78PD and the NAVCG 553. Again these are similar records noting military service and type of discharge. By using a family member’s service record as documented on any of these forms will greatly benefit Mr. Captain in his search for his grandfather’s legacy.
