This is a request under the Freedom of Information Act. I hereby request the following records:

1. any requests for proposals, proposals submitted by vendors, contracts, budgets or cost allocations for the purchase and/or use of aerial drones, UAs, UAVs, and UASs (hereinafter “drones”);

2. any policies, guidelines, manuals and/or instructions on department use of drones, including on the legal process required (such as a warrant or court order), if any, before operating a drone;

3. any departmental records concerning this department’s use of drones now or plans to use drones in the future including:

a. the types of investigations or instances in which this department is using or plans to use drones, or how it plans to support, manage or oversee the usage of drones by another department or office;

b. policies, guidelines, manuals and/or instructions on storage requirements or procedures for video or static images obtained through use of drones, including retention times;

c. the altitude at which drones can or do fly;

d. drones’ ability to carry weapons

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Headquarters USAF FOIA Office has split your request to several
different Major Commands. This email is regarding Air Force Material
Command (AFMC) only. The FOIA Control number for AFMC processing your
request is 2012-06373-F-ST1. Please keep in mind that FOIA is for
existing records, rather than general information. If you want general
info about drones you must contact USAF public affairs.

Fee waivers may be granted if disclosure will satisfy a significant
public interest and if the requester's commercial interest in the
disclosure is less than the public interest in the records. If any of
the below questions produce a negative response then a fee waiver cannot
be granted:

1. Do the records describe identifiable operations of the Government
Agency?

2. Do the disclosed records contain meaningful info that is new and
would add to the public's understanding of the Government's operations?

3. Does the disclosure contribute to the understanding of the public

This is in response to your 29 July 2012, Freedom of Information Act (FOIA)
request for information regarding aerial drones, UAs, UAVs.

We are unable to process your request as it is because, item number 2 of
your request is too vague and broad for us to adequately determine the
responsive records. Identification of the record(s) desired is the
responsibility of the individual who requests a record. In your request,
item number 2, you asked about standards for the use of department "drones,"
highlighting the "legal process required (such as a court order)." The broad
language of this request would appear to encompass basic safety and
environmental processes, although the context indicates you may be actually
be interested in the process for approving the tasking of RPAs. To avoid
sending a large volume of data that may not suit your needs, could you
confirm whether or not you intended to capture the environmental and safety
approval processes?

We are holding your request in abeyance until we receive your clarification.
Please reference FOIA case 2012-05207-F in all correspondence. If we do
not receive a reply by 10 days from the date of this e-mail (26 October

A: Yes. Information regarding the government's use of drones has not been released on a wide scale.
