The time frame for this request should be June 1, 2006 to May 31, 2021. Given the large amount of time this request covers, I would be glad to receive the responsive documents in installments. If you have deleted earlier documents due to your retention schedule, please provide responsive records for whatever part of that time period exists, and indicate which records are no longer available.
It may be helpful for you to know that Dr. Franklin and the others listed below are not DOC employees, but may have consulted or communicated with DOC staff. They are all affiliated through the two anti-opioid nonprofits listed at the bottom, PROP and SRHF. Dr. Franklin is a member of the state’s Agency Medical Directors’ Group, a coalition of state agency medical directors (including the medical director for DOC) who work together to write and periodically revise the state’s opioid prescribing guidelines for doctors who serve state-funded patients, such as DOC inmates, Medicaid recipients and workers’ comp recipients. As such, Dr. Franklin likely has had contact with your medical directors during the above specified timeline. The other people in the list may have communicated either with your medical director(s) and their staffs concerning prescribing policy, or with staff at DOC in charge of gathering and evaluating data related to opioid addiction and treatment for DOC inmates and people under DOC supervision.
Please be advised that I conduct all of my PDR requests through Muckrock.com, and all communications will be routed to me through that portal. I check it regularly, so if. I can offer further clarification or be of assistance in any other way, please feel welcome to reach out.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

I authorize fees of up to $300, but respectfully ask that fees be waived, as this is a public service journalism project. If fees will exceed that amount, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I tried visiting the GovQa website, but I don't see a way to create an account, and I don't see any info in our correspondence about how I would access these requests in GovQa even if I was able to create an account.

It is my understanding that in order to view records uploaded to our records portal or to send messages through the portal you have to have an account. According to the history of this request you accessed and viewed both installment 5 and installment 6 along with their corresponding denial logs at 1:30 this morning, October 3, 2022, at the same time you sent me correspondence from the request. GovQA does have a customer FAQ section that may provide some additional assistance that can be found at: https://washingtondoc.govqa.us/WEBAPP/_rs/(S(af1vau4hc3serzbesae3qa2p))/FindAnswers.aspx. If you are still having issues then we can set up a video call with our analyst so we can try and help you further or I can send you a cost letter so that you can receive physical copies of the records or electronic copies on a disc.

OK, we've made minor progress now that you've provided the website for DOC's GovQA portal — that was the first time I've been provided with that, so I was searching GovQA .com. I've created an account. I'm sorry I have to ask this a third time, but can you PLEASE explain to me how to find the records now that I have an account? There has to be a reference number or code or something. I have only ever accessed records via Muckrock. All the other installments were available directly through Muckrock, so it definitely is possible for you to share them this way. I don't know why these two installments were different, or why your records suggest that I accessed them, but I can assure you I have never before accessed records via the GovQA portal. Please either make these records available as you did the others, or tell me how to get them through the portal. If DOC insists on using a portal system, then DOC should be able to explain how it works.
