using FOIA to fight smear campaign against journalists

Hi,

I’d like to file FOIA requests to protect journalists who Arthur Schwartz has promised to try to dig up dirt on, as described in this article. What’s the best way to use FOIA requests (or requests made under any equivalent state laws) to fight any potential smear campaign against journalists by Arthur Schwartz and his allies? And what agencies would you recommend that I file requests with?

Also, I’m aware the article’s a few months old, but I figure it’s better late than never for doing this.
