Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:

* Any minutes of meetings of each and every Tenant Council of any RRHA development held since January 1, 2018.
* Any minutes of meetings of the Resident Advisory Board of RRHA since January 1, 2018.
* The most recent election notices for officers at each and every Tenant Council of any RRHA development indicating the date, time and location of each election.
* The most recent election notices for elections to seats on the Resident Advisory Board of RRHA indicating the date, time and location of said elections.
* The current by-laws of each and every Tenant Council of any RRHA development.
* The current by-laws of the Resident Advisory Board of RRHA.
* The list of current officers of each and every Tenant Council of any RRHA development, and the dates on which their terms expire.
* The list of current officers and members of the Resident Advisory Board of RRHA, including the name of each RRHA development said officers and/or member resides in, and the dates on which their terms expire.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Your request has been forwarded to the FOIA department of RRHA to be addressed. Please retain this email in your records as confirmation of receipt.

Richmond Redevelopment and Housing Authority (RRHA) acknowledges receipt of your FOIA request, dated November 25, 2019 received on December 2, 2019.

Upon further review a response will be provided to you within 5 business days of your initial request date. Day 1 is considered the day after your request is received. The five-day period does not include weekends or holidays.

If it is not practically possible to identify, locate, or provide the records you requested within 5 business days, RRHA may require an additional 7 days to respond to your request pursuant to Va. Code § 2.2-3704(B)(4).

Good afternoon Ms. Reed,

Thank you for your patience as RRHA responds to this inquiry. Following is RRHA's response to each of your requests.

* Any minutes of meetings of each and every Tenant Council of any RRHA development held since January 1, 2018.
* Any minutes of meetings of the Resident Advisory Board of RRHA since January 1, 2018.

Meetings of the Tenant Councils, the Richmond Tenants' Organization (RTO), and the Resident Advisory Board (RAB) are not public meetings of RRHA. If RRHA officials attend these meetings, it is by invitation only, and at the discretion of each organization. Accordingly, RRHA does not produce or maintain minutes of these meetings.

* The most recent election notices for officers at each and every Tenant Council of any RRHA development indicating the date, time and location of each election.
* The most recent election notices for elections to seats on the Resident Advisory Board of RRHA indicating the date, time and location of said elections.\

All documents responsive to your request are attached.

Most recently, RRHA published election notices for individual Tenant Council elections most recently in 2017. The attached notice was placed in all public housing rent statements as well as posted at all RRHA administrative offices.

RRHA most recently advertised opportunities to participate in the RAB in 2019, when we directed our program management software provider to distribute the attached email to all active HCVP participants. (Members of the RAB representing the public housing program were nominated from among the Tenant Councils in accordance with HUD regulation, cited below.)

RRHA does not disseminate notices for elections to the RTO, which is comprised of the elected officers of the individual Councils.

Each of these procedures is in compliance with relevant regulations found at 24 C.F.R. § 964.130 and 24 C.F.R. § 903.13(b).

* The current by-laws of each and every Tenant Council of any RRHA development.

All documents within RRHA's possession responsive to this request are attached. Minor redactions were made to protect the identities of individual recipients of federal housing assistance in accordance with Va. Code § 2.2-3705.7(8).

* The current by-laws of the Resident Advisory Board of RRHA.

RRHA does not possess bylaws for the RAB.

* The list of current officers of each and every Tenant Council of any RRHA development, and the dates on which their terms expire.

Pursuant to the Federal Privacy Act (5 U.S.C. § 552a et seq.), made applicable to public housing authorities pursuant to 24 C.F.R. § 5.212, RRHA may not disclose any information which might identify a recipient of federal housing assistance. (For the corresponding exemption under the Freedom of Information Act, please review Va. Code § 2.2-3705.7(8).) Because all members and officers of the Tenant Councils and RTO are, necessarily, public housing residents, RRHA is unable to disclose the requested information without each affected individuals' written consent.

To better facilitate your request, RRHA has contacted the Secretary of the RTO, Ms. Cynthia Vaughan. She has agreed to allow us to disclose her contact information to you, if you would like to reach out concerning your inquiry. She can be reached by telephone at (804) 651-3566.

* The list of current officers and members of the Resident Advisory Board of RRHA, including the name of each RRHA development said officers and/or member resides in, and the dates on which their terms expire.
Fortunately, because the identities of the RAB members were recorded and disclosed in public submissions to HUD, I am able to disclose some of this information. The current members of the RAB is as follows:

Pursuant to Va. Code § 2.2-3705.7(8), RRHA is unable to identify the housing assistance program in which these individuals participate. Please also be advised that there are no term limits for service on the RAB.
