Pursuant to the Vermont Public Records Act, I am requesting records relating to BED's American Public Power Association Spring 2018 DEED grant proposal, and BED's related pilot project with Chicago-based blockchain startup Omega Grid. Specifically, I am requesting:

1) A copy of the grant acceptance letter from APPA.
2) A copy of any contracts or agreements between BED and Omega Grid.
3) Technical documentation regarding OmegaGrid's software and/or hardware.
4) Any policies, procedures, guidelines, or other planning documentation describing how the program will be implemented at BED.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter.

Hello Brian,

The City of Burlington is in receipt of your October 17, 2018 public records request seeking certain documents related to the Burlington Electric Department 's (BED) American Public Power Association Spring 2018 DEED grant and pilot project with Omega Grid, LLC. See Fax from B. Waters, Oct. 17, 2018. The City previously provided you with BED's grant application on September 10, 2018. See Email from A. Dexter-Cooper to B. Waters, Sept. 10, 2018.

BED received notice of the grant award via email, and that email with attachments is attached as responsive to your first delineated request. However, BED is withholding two of the attachments for the following reasons:

1. "Tab 12 Using Dynamic Blockchain Market Incentives toReduce Capacity and Energy Costs for UtilitiesPacket.pdf" is being withheld as it was already previously provided to you on September 10, 2018; and
2. "DRAFT CG-2155 Burlington Electric Department.docx" is being withheld as a draft document exempt from public inspection and copying pursuant to 1 V.SA. § 317(c)(17). The final, signed, document is attached as "Executed Contract CG-2155 Burlington Electric Dept," with one redaction: Killian Tobin's signature, redacted pursuant to 1 V.S.A. § 317(c)(25).

Nothing else is being withheld or redacted pursuant to Vermont's Public Records Act, and BED has not located anything else responsive to this specific request.

A copy of the signed contract between BED and Omega Grid is attached as responsive to your second delineated request. Nothing has been withheld in full or redacted, aside from Killian Tobin's signature, and BED has not located anything else responsive to this specific request.

BED has not been provided with any "technical documentation regarding OmegaGrid's software and/or hardware[,]" so there is nothing responsive to your third delineated request.

Finally, BED is not sure what you mean by "policies, procedures, guidelines, or other planning documentation describing how the program will be implemented at BED" beyond the contract that is being provided in response to your second delineated request. If there is anything else that you are looking for beyond what has already been provided then please provide further clarification.

Since I am withholding a document pursuant to Vermont's Public Records Act and redacting Killian Tobin's signature in two locations, I am required to inform you that you have a right to appeal my decision to Mayor Miro Weinberger pursuant to 1 V.S.A. § 318(c)(1).
