Pursuant to the New Jersey Open Public Records Act, I hereby request the following records:

1) The name of any vendors or manufacturers that your department purchases license plate reader technology from. This may include but is not limited to cameras, software, or other technology to support automated reading of license plates in the areas your department serves.

2) The name of any vendors that your department partners with to install or perform maintenance on license plate reading technology (e.g., cameras and other software). These partners may also be known as integrators.

3) Where available, the contracts or purchase agreements with the vendors or parties included in the above two bullets.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The Camden County Police Department (CCPD) provided a copy of a Purchase Order that they deemed responsive to your request.  However the CCPD staff could not search for other records because you did not provide the names of the vendors.  Without that information, it is impossible to conduct a search.  My office also checked with the Office of Finance and we were informed that Finance cannot search unless they have the name(s) of vendor(s).
Your request

This request is too broad or contains insufficient information and seeks documents that are not specifically “identifiable” for the Police Department and the Office of Finance to gather a response.  As such, the request submitted is a wholesale request for information that is not encompassed by the intent of OPRA as has been articulated in N.J.S.A. 47:1A-1, et. seq. and MAG Entertainment v.
