The CDC has ordered every state to create a vaccine distribution plan:

- Any and all correspondence between this agency and stakeholders (including private companies and their representatives and their attorneys, nonprofit groups, advisory committees, elected officials, and county-and-local health officials) including emails, presentations, recordings, photographs, and memos about vaccine distribution and prioritization plans
- Any documents about or referring to algorithms, computer programs, partnerships, or software that will be used to help determine vaccine priority and distribution
- Any presentations, pdfs, or legal analyses about vaccine priority and distribution
- Any communication with law enforcement (state, local, or national) about vaccine priority and distribution plan

Hello,
The Colorado Department of Public Health and Environment is responding to
your request for records below, pertaining to the COVID-19 vaccination.

It is estimated that due to the extremely broad nature of your request, it
will take approximately 65 hours of staff time to locate, retrieve and
review the requested records. The Department is currently sending and
receiving a high volume of emails regarding the vaccine, distribution,
computer systems etc. Many of the requested records are likely to be exempt
from release pursuant to the deliberative process privilege as set forth in §
24-72-204(3)(a)(XIII), C.R.S. The Department will need to review records to
determine what is responsive, export the records for review, then review
the records to determine which records or portions of records may be
released.

The estimated minimum cost associated with fulfilling this request is
$1920.00 ($30 per hour after the first hour) in accordance with the
Department’s Open Records Act policy

If you authorize these charges, please take the following action:

1. Notify us by email at cdphe.recordsrequests@state.co.us, and

2. Submit your payment online <https://cdphe.colorado.gov/payrevenue> and
email us a copy of your payment confirmation. (Use “Records-OLRC” as the
Customer Number/Reference ID and Invoice Number when entering the required
information)

Upon receipt of payment, staff will begin compiling the response. It may be
that this work can be accomplished in less than 65 hours; if this is the
case, the applicable portion of your deposit will be returned to you. It
may be that, upon further review, staff will determine that additional
document retrieval and/or review time is needed to respond to your request.
If that is the case, the Department will notify you prior to performing the
work.

One responsive record which has been previously reviewed is attached. A
significant amount of documents and resources maintained by the department
pertaining to vaccines is also already available online at
covid19.colorado.gov <http://covid19.colorado.gov/vaccine>.

During the review process, it may be determined that there are privileged
records or that it is necessary to redact portions of the documents. This
estimate does not include time and costs for creating a privilege log or
affidavit for the confidential or redacted information. Creation of a
privilege log or affidavit is charged based upon actual costs. If
privileged records are identified, the Department will contact you
regarding the estimated charges prior to performing the work.

Records that were identified during the preliminary review will be retained
for 30 calendar days after the date of this estimate. If authorization and
payment as described above are not received within the 30-day timeframe,
records will be returned to their normal records retention cycles according
to Department policy.
