To Whom It May Concern:
Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:
Any and all records detailing the arrest and detention of the eight journalists listed below. Records requested include police reports, arrest reports, witness statements, and/or narratives submitted by police officers involved with the arrests.
1. Antonio French, arrested on August 13 2014.
2. Wesley Lowery, arrested on August 13 2014.
3. Ryan J. Reilly, arrested on August 13 2014.
4. Pearl Gabel, arrested on August 17 2014.
5. Neil Munshi, arrested on August 17 2014.
6. Robert Klemko, arrested on August 17 2014.
7. Rob Crilly, arrested on August 17 2014.
8. Lukas Hermsmeier, arrested on August 19 2014.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Please be advised that it will take longer than three (3) days to research what records are available and subject to disclosure under Missouri’s Sunshine Law and retrieve and copy any such records. Additional time is required due to several factors including (i) the scope and nature of your request; (ii) safety limitations on access to the location of the records requested; (iii) compromise of the City’s computer systems which we have experienced due to malicious actions by outside persons; and (iv) lack of personnel available to complete the research and retrieval of the records given the current events occurring within the city and the resulting demands on city resources.
Please be aware that: (i) some of the requested records may not be retained by the City of Ferguson and (ii) some of the documents you request may not be subject to disclosure at the current time, or at all, under the provisions of Missouri’s Sunshine Law.
