Pursuant to the the Louisiana Public Records Act, I hereby request the following records:

All contracts (and their amendments) and memorandums of understanding entered into by the LaSalle Economic Development District for services and activities related to the Alexandria Transfer Center. Responsive materials should include but not be limited to:

• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• other bidder responses
• the current contract
• all exhibits
• all amendments

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I'd like to follow up on this request, to which your office had sent a response indicating that no responsive documents were available, a claim later restated during a phone call with Mr. Dorroh in April. I hope that I may get further clarification.

According to GEO Group's website, "On August 29, 2013, the Immigration and Customs Enforcement modified the existing LaSalle Detention Facility contract between The LaSalle Economic Development District and The GEO Group, Inc. (GEO) to provide a detention and removal staging facility on the site of the Alexandria, Louisiana Airport." [http://www.geogroup.com/Maps/LocationDetails/117]

That facility, LaSalle Detention Facility, was celebrated by local, state, and company officials alike when it was built [https://news.google.com/newspapers?id=Y7hkAAAAIBAJ&sjid=toYNAAAAIBAJ&pg=1760%2C6249].

Could a representative of your office please clarify the lack of responsive material?

As you are aware, I represent The GEO Group, Inc. and have again been tasked with submission of a response to the most recent request for records you had issued to the LaSalle Economic Development District (LEDD), pursuant to La.R.S. 44:1, et seq. I had previously produced the records responsive to that request by email dated April 16, 2015.

Since that time, you had issued another request to LEDD, seeking records pertaining to "a detention and removal staging facility on the site of the Alexandria, Louisiana Airport." While The GEO Group, Inc. is not certain that the request encompasses the materials pertaining to the staging facility in Alexandria, Louisiana, I have, nevertheless, produced a copy of that lease agreement. Certain site plans have been removed from the exhibits to that agreement.

With this response, no further action will be taken. However, if you have any questions or need additional information, please direct future requests to me.

Hello Mr. Gabb,

Thank you very much for your letter. Could you please provide clarification regarding your response? Would all contractual agreements regarding the terms of service for LaSalle Detention Facility and the Alexandria Transfer Center be included in the Intergovernmental Service Agreement between LaSalle Economic Development District (LEDD) and Immigration and Customs Enforcement? If so, I believe it would be more appropriate to solicit responses from LEDD.

I appreciate your provision of the materials thus far, and I look forward to hearing from you again.
