Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

Any memorandum of understanding (MOUs) or memorandum of agreement (MOAs) created or in effect between January 1, 2003 with any university, college or community college police department, campus safety department, public safety office or security department and the date this request is processed.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This letter is in response to your public records request to the Springfield Police Department dated December 10, 2013, and forwarded to Law Department for a response.

You requested the following records (with the City’s response below each request):

Any memorandum of understanding (MOUs) or memorandum of agreement (MOAs) created or in effect between January 1, 2003 with any university, college or community college police department, campus safety department, public safety office or security department and the date this request is processed;

Response: At this time, the City nor SPD has any records of responsive documents pursuant to your request. However, I have been advised that there is an agreement between Westfield State University and Springfield Police Department that is in the signature phase now, so once the signatures have been collected and thereby executing the agreement, I will be able to send a copy forthwith of that agreement.
Should you be aggrieved by this response, you may appeal to the Supervisor of Public Records in the Massachusetts Secretary of State’s Office pursuant to 950 CMR 32.00 and G.L.c. 66, §10(b).

I do not have an estimated time on that request, as it is part of a process outside of my control. The specific department handling that agreement advised me that they would send me a copy as soon as it was executed, so once that has been done, I will let you know.
