I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Your FOIA request for the Defense Support of Civil Authorities (DSCA)
CDRUSNROTHCOM CONPLAN 3501-08 has not completed processing. The DSCA CONPLAN
required consultation with other DOD components and agencies.
As stated in the attached memorandum, it is still at DOD Office of Freedom of
Information for consultation.

MuckRock has begun processing the hard copy of CDRUSNROTHCOM CONPLAN 3501-08. While the cover letter that accompanied the DSCA CONPLAN indicated that the document was fully releasable, it seems some pages may have been omitted. Details for the two sections below.
EXHIBIT 1 TO TAB A TO APPENDIX 19 TO ANNEX C TO USNORTHCOM CONPLAN 3501, "ANTICIPATED FORCE REQUIREMENTS BY PHASE": As sent, this exhibit includes force requirements for Phase I only. The pages included in Exhibit C-19-A-1 go from C-19-A-1-1 through C-10-A-1-6.
APPENDIX 21 TO ANNEX C TO USNORTHCOM CONPLAN 3501, "NATIONAL SPECIAL SECURITY EVENTS (NSSE)": As sent, this appendix begins at page C-21-3 with item "b. Special Events (SE)", rather than with page C-21-1 as expected.
Please confirm the full range of pages that correspond to these two sections of the document (both beginning and end page), and whether any pages have been omitted from the hard copy of the DSCA CONPLAN as it was sent to MuckRock. Please confirm whether any omitted pages will be included in the digital version posted to the USNORTHCOM online reading room.

"ANTICIPATED FORCE REQUIREMENTS BY PHASE": As sent, this exhibit includes
force requirements for Phase I only. The pages included in Exhibit C-19-A-1
go from C-19-A-1-1 through C-10-A-1-6.
A1: The page numbers for Exhibit 1 is correct; C-19-A-1-1 through C-19-A-1-6
as verified against the original CONPLAN 3501.
Q2: APPENDIX 21 TO ANNEX C TO USNORTHCOM CONPLAN 3501, "NATIONAL SPECIAL
SECURITY EVENTS (NSSE)": As sent, this appendix begins at page C-21-3 with
item "b. Special Events (SE)", rather than with page C-21-1 as expected.
A2: You are correct, pages C-21-1 and C-21-2 were missing from the package
returned from DOD. These two pages are being reviewed within the command for
releasability. We will inform you of the status soonest.
