Dear Mr. Smathers,

With respect to your FOIA request on records related to the PATRIOT

From: Jill Zawacki

Mr. Smathers,

My name is Jill Zawacki, and I am an archivist at the George W. Bush
Presidential Library. I'm working on the initial search for your FOIA
request on records related to the PATRIOT Act. To ensure that we provide
you with all of the information that you requested, I have a few follow-up
questions.

Are you interested in publicly-available materials, such as press releases,
news clips, or public mail?

I noticed that you phrased your request as "not limited to" records on the
drafting and passage of the Act. Are you only interested in records dated
to October 26, 2001 (when the Act was signed)? If there is a date range
that you are specifically interested in, please let me know.

If you have any questions related to this request, feel free to contact me.

Sincerely,

Paul H. Santa Cruz,

Yes. I presume there is communication and meeting minutes and/or recordings of meetings with members of congress that were created between 9/11/01 and the time the PATRIOT Act was passed.

To help with tracking, can you please use the email addresses that each request was sent from for communication?

Thank you very much.

Best Regards,
Jason Smathers

From: Jason Smathers

Jill N. Zawacki,

You may limit the search to records created prior to the time the president signed the bill, as you suggested. You may also exclude records that are already in the public domain such as news paper clippings. My primary interest is in the development of the bill and the considerations made in drafting it and negotiations made with congress to get it passed. Further, I suspect the president had meetings with advisers about the bill or perhaps it was the subject of cabinet meetings, or briefings were possibly written about the bill and provided to the president. These are examples of what I am looking for.

Jason Smathers
