Records and source code relating to Prosecutor's Management Information System (AKA Promis, PROMIS, Promis '82, Enhanced Promis) and derivatives thereof, and the related matter of Inslaw Inc. v. United States Government. Please include any records relating to the transfer and/or sale of PROMIS and/or PROMIS-derivatives between Robert Hanssen and his Russian handlers and the sale of PROMIS and/or PROMIS-derivatives on the Russian black market (blat), and its alleged use by al-Qaeda and/or Usama bin Laden.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am appealing the decision to not review all of the materials located. I am appealing this on the basis of the mere fact that documents are in an investigative file does not exempt individual documents from review or release - the material must be examined and segregable material released. Further, the cases involving PROMIS were declared closed by the Bureau with no intention to proceed. Unless the Bureau or the DOJ have officially changed their position since releasing reports and statements on the matter, the "investigative file" claim doesn't apply even on the face of it. Further, judge's have found that files merely being as old as these are makes the "investigative" claim dubious and subject to review. Additionally, the DOJ's own guidance on the matter makes it clear that the "investigative file" exemption does NOT blanket exempt materials from disclosure.
